Baltimore Teachers’ New Agreement Sets Raises for Two School Years

Baltimore City Public Schools and the Baltimore Teachers Union have announced a two-year agreement that sets salary increases and revises working terms for educators. The district detailed the agreement on October 22nd, following a signing the previous day.
The agreement includes across-the-board salary increases of 2% for fiscal year 2027 and 2.3% for fiscal year 2028. The district also projects approximately 10.3% in compensation growth over two years when normal salary progression is included. That projection is not a universal 10.3% increase to every employee’s base pay.
What else changes
City Schools says the agreement updates 39 contract articles and increases compensation for additional duties. It also calls for continued collaboration over health-care costs. That commitment should not be confused with a claim that those costs have already been resolved.
For educators reviewing the announcement, the distinction between general raises and salary progression matters. The headline projection combines different components; an individual employee’s position on the salary system affects what the overall package means for that person.
What educators can check next
Employees can compare the district’s announcement with their own salary placement and the agreement’s implementation details. A percentage describing an overall package does not, by itself, establish the amount that will appear in an individual paycheck. The distinction is especially useful when weighing scheduled raises alongside progression through an existing salary system.
The district’s agreement summary is the starting point for reviewing those terms. Families can also follow how staffing commitments develop alongside classroom priorities throughout the school year.
