Baltimore Shelter Report Flags Mold, Pests and Maintenance Failures

An investigation by Baltimore’s Office of Inspector General found serious maintenance and habitability problems at three city-funded homeless shelters operating in former hotels. The review identified mold, pests, ventilation failures, plumbing concerns and unclear responsibility for repairs, raising new questions about oversight of facilities serving residents in crisis.

 

The inquiry examined the former Sleep Inn, Holiday Inn Express and Fairfield Inn after complaints dating to July 2025. Investigators reviewed records, interviewed staff and visited the properties. The findings describe a system in which city funding continued while basic building conditions were not consistently tracked or corrected.

 

At one site, testing found elevated mold spores in three of six sampled rooms. Investigators also documented water damage, bedbug concerns, mushrooms growing from damp material and heating or cooling equipment that was not operating as expected. The report did not treat those observations as isolated housekeeping complaints.

 

The inspector general said maintenance duties were not always clearly divided among shelter operators, property owners and the Mayor’s Office of Homeless Services. The review also found that only two agency employees regularly visited 10 funded shelters, limiting the city’s ability to verify conditions and follow repairs through completion.

 

In an August 7 response, the homeless services office said it had hired a new facilities vendor, introduced preventive maintenance and begun using the MaintainX platform to track work. The agency also outlined response targets of two hours for emergency dispatch, four hours for emergency on-site arrival and 24 hours for urgent issues.

 

The corrective steps matter because temporary shelter is still housing, and ventilation, moisture control and pest prevention directly affect health and safety. The report’s recommendations call for stronger inspections, clearer maintenance agreements, better contract management and more support for staff responsible for monitoring multiple facilities.
