Amtrak Announces $4.1 Million in Community Grants for West and Central Baltimore

Amtrak has announced more than $4.1 million in grants for 11 West and Central Baltimore organizations, connecting its B&P Tunnel replacement work with neighborhood priorities beyond the tracks. The September 30th announcement includes youth programming, digital access, workforce training, and improvements to community spaces.

 

Among the selected projects, Baltimore’s Office of Information Technology plans computers and digital-skills training at five locations. Parity Baltimore’s proposal covers streetscape improvements in Midtown Edmondson. Higher Achievement plans academic enrichment and mentoring for students in grades four through eight at Mount Royal Elementary/Middle School, while Dent Education’s proposal would pay young people as they develop professional skills.

 

These are announced awards, not evidence that every project has begun. Amtrak says the grantees and funding amounts remain preliminary while agreements are negotiated and executed. The announcement places the next application round in spring 2027, so residents and organizations should not mistake this news for an open application window.

 

The broader Community Investment Program has a $50 million budget to be invested over the duration of the tunnel project. Its official program guide identifies six areas: community development, workforce development, parks and recreation, open space, transportation, and historic preservation. Funding can take the form of community grants or direct investments.

 

The program’s geographic rules connect that money to communities affected by construction. Its information page says eligible projects generally must sit within a quarter-mile of the alignment, with a half-mile boundary for transportation improvements. A public eligibility map and grant-portal resources help organizations understand those requirements before a future application cycle opens.

 

For Baltimore residents, the next useful step is to follow the selected organizations for implementation details and use Amtrak’s Community Investment Program page for future funding updates. The grant announcement identifies priorities and recipients; individual enrollment dates, services, and project schedules still need to come from the organizations delivering them.
